Grays Harbor 2020 Planning Structure

Timeline

Grays Harbor 2020 planning and public involvement will take place in four phases, as follows:

 

Phase I:

Organization, Research and Preliminary Outreach (Sep-Dec ‘07)
 

Phase II:

Intensive Outreach, Emphasis Area Development (Jan-Apr ‘08)

Idea Formation, Public Review (May-Dec ‘08)
 

Phase IV:

Plan Assembly, Implementation Structure and Program (Jan '09-TBD)

Generally speaking this phased approach will enable the public to submit ideas, review and prioritize proposed strategies and confirm the Vision and Action Plan during clearly-defined periods of time. The final phase will build a bridge from plan adoption to implementation and monitoring.

Oversight

WatershedGrays Harbor 2020 has a built-in series of checks and balances. An independent, third-party contractor has been assigned to manage and facilitate the overall planning process. A Task Force has been organized to offer planning guidance, ensure broad-based public outreach occurs and to track progress. A Regional Leadership Council will also be created to ensure Grays Harbor 2020 builds on local planning and goal-setting and to see that this plan is integrated with sub-area strategies. The Regional Task Force will be comprised of elected officials from local area governments and tribal councils.

In addition, Grays Harbor 2020 will conduct a series of Community Partner Forums and Town Hall meetings to ensure a broader audience remains involved in and helps steer the planning discussion. Later in the process, Grays Harbor 2020 will rely on a series of “Emphasis Area Teams” comprised of citizens and topical experts to move ideas from conceptual to actionable. Along the way, multiple opportunities for public review and comment will be offered, ensuring the resulting plan reflects the goals and priorities of the greater community.

Product

At the conclusion of the planning effort, Grays Harbor 2020 will result in a vision statement outlining the way Grays Harbor will look, feel and function in the future, and an action plan outlining the steps we’ll take to get there, the timeline for getting them done and the parties responsible for leading each step.

The Vision and Action Plan will also include an implementation structure and process. As part of the implementation process, a citizens committee will be tasked with monitoring, facilitating and reporting implementation progress to the public.
